As the title suggests, I cannot change the difficulty of any expedition, right now I am managing just fine because I am stronger then the level that I am at, but at some point I will be unable to proceed with the expeditions since I wont be able to lower it and farm out gear to advance. I am currently at around 130s and it is already getting somewhat hard on some of the expeditions, I will be stuck soon and hope this will be fixed before that happens.
