Problems with GPU usage and temperatures

i got a problem while playing this game, my GPU is going crazy and i cant find the reason for that, have tried all settings inside the graphics option both in game and on my AMD drivers, my GPU is always at 100% usage and temperatures over 76c with just a few minutes of play time, my specs are Ryzen 7 3800x, 16gb ddr4 3000Mhz and RX 580 8gb vga, i would like to get some help in here if possible.

It's not just AMD, Nvidia 1080 Ti's are also getting pegged @ 100% and high temps; however they are also getting shit fps too.

My frames are fine, but pegged @ 100% and 80ºc RX480 8gb

Don't use VSYNC and put FPS Cap below 100 else your GPU will run at 100% load while in Main Menu or town.

i tried that already and still getting 100% usage of m GPU all the time while playing, i manage to lower the temps to 70c, but im worried about that constant high usage dunno if that could damage my gpu.
