When i would use wings of ishmir the camera would pan (very quickly) to the other member of my group while i was in the air and then pan back to me no matter the distance. didnt try it in weird circumstances i thought i was rubber banding for a bit but finally figured it was a bug. Important notes:
1) i was not the leader of the group
2) it fixed itself after a dungeon or cut scene, cant remember but not the first time
