Health bonus is not counted if you insert a gem in the piece (so far I've had it with trousers and armor).
If you dress the piece first and then insert the gem while wearing it bug does not occour.
I do not recall any such bug while playing in the pre-release beta

OMG Thank you for this! I found a legendary armor that had the same HP and FS as mine but way better affixes. I went to equip it and lost 900 hp at level 22. I was wondering why this would happen and this lets me save the armor and use it. I experienced this same thing and I will try your fix of taking gem out, equipping and resocketing gem.

Might be a coincidence, but this happened to me only twice and both times it was armor pieces that already had +health on them.
