Well maybe you understand if you read my post again. Its a negativ transfer time DECREASE. So its an increase and that is not a good stat you want.
All other items and amethysts give a reduction, the catalyst doesnt. It actually increases the time

Yes the Transfer-Time is -50% more less. So you have faster Resource Transfer as higher the degeneration of time what travels is.

If it is +100% more Time-Travel between Resources you need double as many you need before. Like 5 Seconds Transfer +100% Transfertime are 10 Seconds. -50% Transfertime are 2.5 Seconds. That are 2.5 Seconds less, for ex "faster" who your Resources Travel between each other. If you wear a Katalysator you play with a One Handed Melee Weapon, that means you need Rage and Willpower.
XX Skill will generate XX value of a Resource. Using a Skill gives XX Amount of Will or Rage Resource in the travel waiting-line. Then the Resource beginning to travel. As faster the Resource travels so faster you can use another Skills with the now generated Resource in Time.

The Juwel Amethys has wrong declaration. On Support 3 its called +10% Transfertime between Rage and Willpower. Change the Plus into Minus please. Like it is on Katralyst.

No? Its the other way round! The catalyst does a negativ decrease, so it increases. With amethyst in every support 3 gem, i was able to use spells and afterwards attacks without delays. Meaning the time the rage becomes willpower and the other way round got decreased. The catalyst works against that, it increases the time. And with the new patch something changed again, the resources arent switching like before.

I would say because of usage of all caster skills . They wanted to give you everything but at the cost of small penalty. I'm talking about hybrid builds,,,
