The level is just here to decide what tier an item will be, nothing else. What's important is the required level of an item (it's tier) and how good the affixes rolls are.

interesting. So how does this work towards motivating people to farm higher level content? Is there a set minimum for those tiers? is the higher level item going to have a better chance for better rolls? I look at those two items, and think that it's not worth running the higher level content when I can get a just as good or better roll at lower levels. Just curious.

For now, there's no reason to push the expedition, You just need to be in veteran to always drop items level 20, and vet 2+ if you want to get the last gem tier. It's indeed better to farm low level content.
