Is there a way to get base block efficiency from something other than a shield? Since you can get block for other weapons etc, you'd assume so yea? cuz I have 30% block chance but 0 block efficiency since I'm not using a shield. The nodes 20% block efficiency only work if you have a base to scale. :\ Anyone know anything?

I'm positive there is more than one answer to your question, but I know at least one way you can increase block efficiency: socket items with defensive sockets - I am positive some gems affect the defensive sockets (I forget which tiers in particular). Just read their descriptions and see if you have any items with their respective sockets.
Other than that, I am not sure what else can effect block efficiency.

The nodes actually give you a boost to efficiency. The base is 15% (check character stats) so if you put 20% efficiency you get to 18%.
You have to use a shield or defensive gems otherwise it is not really worth investing in efficiency (very little effect even with a good block chance)
I think that good block chance + effects on block are better if you don't have a shield
