it's additive, same with probing weakness. The benefits you get outweigh the drawbacks, though it doesn't sound like it. Probing Weakness is especially fun.

And probing weakness is bugged as well according to the tooltip. Use it while you can because even your attacks and not only basic attacks have a 15% chance to do a doubble hit.
