The skill description of Bulwark of Dawn says "Willpower Regeneration Per Second: 49" at Level 63.
But when I activated the skill, the willpower regeneration did not reflect on the Character Stats screen.

I also tested with spamming powers, and it didn't seem like you get the extra willpower regeneration.

Can you please fix this bug? There is few options to get willpower regeneration from Active Skills.
