I have experienced this multiple times - I do not know what is supposed to happen when you 'do' get a Second Wind because it never works.
I thought maybe this had to do with my having Space bound to 'Force Attack' so I unbound it and I have the same issue.

What key did you remap your dodge to? That will be the key you need to press even when it says "space". If you didn't remap your dodge key, I'm not sure what to tell you though.

try resetting binds to default should fix this issue

Why offer the ability to change binds then?
How about you fix it so that whatever you have changed your dodge to gives you your second wind???
