I am level 67 and have completed Veteran level 67 is all modifiers several times, but Champion expeditions don't unlock. Am I doing something wrong or is this yet another game breaking bug?

Thought I had the same issue, I went to the Champion section (clicked the right arrow until I got there), selected the header instead of a specific level and started an expedition.
Cleared the three levels, came out and the first selection in Champion was then available.
