Reproduction steps:
1. Set offline mode
2. Create character
3. Level character to level 10
4. Delete character
5. Create character with the SAME name as the deleted character

Expected result: New character is made with the same name and begins at the start of the game.
Actual result: New character begins at the same location and quest as the deleted character except you're still at level 1 etc.
