Protean aim makes the first shape the smallest, but incendiary rounds always affects the final shape, not the smallest. Here are the current ingame descriptions:

Protean Aim - The area of effect of each charge level expands outward rather than inward.
Incendiary Rounds - Leaves a trail in the path of the sniper shot if shot at the smallest shape.
