The passive dagger properties of the item Edict. 2.1.4.1.7. do not seem to work for my character. Namely the 5% attack speed increase and 20% crit chance score.
When I equip the item in my second hand my crit chance does not change at all.

Same applies to Envy's Denial. A sword that should give 5% attack speed and 5% block efficiency. When I equip it as a second weapon neither my attack speed nor my block efficiency changes.
