If you have selected both Elementary Destabilization and Furious Appetite, when skills are used there is a Chance for an explosion, which is followed by generation of willpower even though Willpower regeneration is supposed to apply to Rage instead.
There is either a bug with these passives interacting or the descriptions of the Passive nodes are imprecise/misleading.
