Have not tested without the shield block chance damage booster/crit passives, but removing a shield from a build with those purchased returns damage to relatively normal levels, and putting the shield back on drops damage by ~60% in the character pane. It is hard to determine if this is just display or actual damage, given the lack of data from pre-patch, but it does feel like significantly less damage.
