At 100% time reduction there's no black bar when spending Willpower, but the full black bar (as if 0% transfer time reduction) appears when spending rage. Using the talent that makes full rage the default state - for melee builds.
This was not this way before the patch, no black bar happened in either direction.

I'm struggling with this as well. Not sure what's going on. I use a few rage abilities, then I'm locked out because of the "Black bar" does anyone know a way to prevent the black bar?

Ive noticed a massive difference too, even when using Abyssal Shaper + Heat of Battle nodes. Pre-latest patch, rage management was perfectly fine, now I run into Rage problems within seconds of using Bleeding Edge, and it takes forever to regen,Even when using Sovereign Shout every time its off CD and using rage potions :((
