That's because you don't have any shoulder gear equipped; I thought that was a bug at one point as well but it turns out you have to have something equipped in that slot for the transmog to show. Since the character always starts with Gloves, Boots, Pants, and Chest equipped, those will display, but Shoulders and Helmet do not until you get gear for those slots.
