Windows 7, offline character, everytime I start the game/create new character

Problem: If i start the game, the intro plays and I can follow the NPS to the cliff but cannot climb the cliff because only two red spheres are shown ingame at the position there i suppose ladders should be. The NPCs climb the cliff but I cannot interact with anything at the marked position.
