This has now happened with an online char. Really sucks because now I cannot progress as I can't edit the JSON file with this guy. Maybe a repro step though, I fast clicked through dialogs and skipped all cut scenes leading up to this but happening on both chars that it occurred on. The one char it didn't happen on was my first one going through this area so I let the dialog and cut scenes play out.

Took another online char to this point. Also got stuck. I didn't fast click or skip any cut scenes in act 2 with this one. Now I've got 2 online chars that are locked from additional progress.

I had the same issue.
I went through Helmshire for 2 times and got stuck at the end.
I logg off and did not help. I went back to Daybreakers Breached Fort and for 3rd time when I pressed map wayout to Helmshire it finally activated.
