Allows user to cast Lightning spells

So this item is my favorite weapon at this time. I've been playing around with a lot of different skill combinations and found that if a skill is able to be changed to Lighting it will still work. It works for all skills like this expect for the Livor Mortis spell which does have a convert to lighting option. Is this a strange oversight/bug or was this intentional?
