In accessory (amulet to be exact) Support slot II I put Perfect Amethyst.
My willpower regen numbers does not increase.
I checked those numbers in my Character Sheet.
However I observed that willpower per hit was increased by the value stated on the gem.

So either you got a bug with adding values to the wrong place or the copy on gem itself is wrong.
