Can not start the Game. Error: Couldn't load the game you need to have steam running in order to play this version of the game

Hello ExiiMple,
This issue is generally related to an Antivirus (Comodo, AVG, others probably...). Please make sure that you put Wolcen in your Antivirus exceptions/remove the game from containment and tell me if this resolved your issue.
