I had just installed the game. I logged into the game through Steam and then immediately toggled the online mode to offline mode, then back to online mode again. Next, I went into Character Creation mode, and made my character. I clicked "Create" and was met with a GUI box that says, "Your connection with the game service timed out".

I restarted the game, did not close Steam, but then tried character creation process again. This time, instead of clicking on the Create button, I just hit Enter.
Character was created.
Sometimes, it just requires a restart.
