That modifier's description states that it is supposed to enable duskshroud to be cast at the target location (the cursor). It's broken and needs fixing. As to why it is further labeled with "+1 pierce", i'm not sure about that, could be a simple oversight. It's basically still a work-in-progress modifier, it should be avoided for now until they finish it.
