Probably not going to happen, since all the melee skills seem to have separate animations, unlike e.g. PoE where you can basically "stack" animations.
Also Sovereign shout seems to be bugged, for neither the weakness debuff, nor the stun effect are applied to monsters.

Yes, Shout animation being instant would make this ablility feel much better, feels clunky atm especially when used with Bladestorm
