It increases the chance score, not the chance. Let's say 100 chance score means 5% chance, 200 means 10%. If you have 100 chance score then 22% increase means you will have 122 chance score, which (in this simplified example) is around 6% chance. When you take off your ring it disappears because most likely that ring is your only source of frost damage.

hopp, not the crit chance only, none of the stats work. please try putting on an amulet with dunno elemental dmg on, and check if that elemental dmg bonus shows on character screen. rings work fine but I tried the belts and amulets last night too see that none of the damage buff applies to character sheet.

example;

if your ring has lets say "add 7 fire damage", when u put on the ring you can see 7 fire dmg on sheet.
"but" if your amulet/belt says "add 7 fire damage", when u put only that belt or amulet without any rings, you don't see any elemental damage at all.

and for the assumption you made above,

why I see my freeze chance goes from %0 to %22 when I put a ring with diamond on support slot "but" not seeing anything at all if I only put on an amulet with same diamond and same support slot?

I got what you mean but check the video. I put on a ring to see %22, then take off everything and put on only an amulet and see nothing at all :)
