Shields that drop are only level 40 or level 51 even though the "challenge / content level" is way beyond that.
I still haven't noticed any shield being level 60 while other weapons and catalysts are.

You're looking at the bottom right # I bet which is the level you have to be to equip it.
There is a setting in the menu somewhere to show the actual item lvl (which is displayed at the top right) beside the 1-5 star quality.
