some questions about itemisation

Hey guys,

I have some questions about items and I can't find any answers on google. Maybe there is someone who have an answer:

which ilvl of items does provide the possibility of receiving max stats? I know, it's not guaranteed but from which ilvl on it is possible?
is it possible to get every stat on every itemslot? I don't mean I want a item with 2347234 stats on it, but is it possible to get for example material damage on every slot? In D3 there are itemslots where only def-stats can roll, for example breast or pants.

1) At the Moment Require Level 60 , with the Option to get 5 Start Quality and I hear of Item-Level over 100
2) I think it will be possible. Also you can have Sockets on Items (Attack, Defense, Support), if you gamble them for Gold you have a Chance to Change the Level I-II-III and the Type of Socket. With this you can add one or more Juwels to an Item what give you +xx% of all Types Damage or Damage at all, Lifeleech, Block, Devade, Health, Shield and many more Options.
