for some reason disallowing vessel and my ailment stacks are not showing up on screen is it bugged now?

I rest my passive twice and disallowing vessel isn't slowing my character like before.
there there supposed to be in the middle of the screen a counter . It was working earlier today but no longer.

While stationary you gain an "Inexorable" point every few seconds. Each point of "Inexorable" reduces your movement speed and increases your damage. Moving will cause an "Inexorable" point to be removed after a few seconds.
While stationary, gain 1 "Inexorable" Point every 1.5s, up to a maximum of 10 4-
