From my experience, a single piece of gear with Dodge Chance Score seems to increase your chance to dodge by quite a lot. (Saw increments from 2% to 7% with a single piece with a modest roll for example).

So it seems that you can scale it fairly well with gear & passive nodes.

High Dodge chance rolls on the gear itself. I was at around 23% with just random gear at level 17. It was kinda nuts. I imagine in end game if you look for these items you can get a pretty high dodge change and just go into a high EHP build with HP/FS. That way if a hit goes through(You take the 100% dodge chance node after being hit) you can recover easily through lifesteal.
