I don't know about the rage part but I noticed tonight when respeccing the +20 willpower on hit and the other passive close by that gives willpower regen are either doing opposite of each other, or the wording on the skill tree is incorrect. I was looking back and forth my char stat tab after confirming every point along the way. My WP on hit went from 17 to 19.5 when I took this talent and the other ones which I cant remember the passive name then made my willpower regen go form 120-140 (when I thought I was getting something else).
