The heal and movement speed appear to be working. I think the Weakness is working, but as you are constantly debuffing yourself with weakness it does not give a big enough buff to actually increase your damage. The Curse part of it seems to not work at all, there is no increase to your resists on your stat sheet when the ailment is consumed.

None of the effects show on the buff bar, but you can see the heal go off and the movement speed shows on your stat sheet.
