I've passed level 30 but have been unable to select any points in either the first, second or third ring. Are there any restrictions that are forcing me to choose points other than having it join another selected skill? Or is this a broken glitch that is abnormal?

You build a tree where every node in the tree is dependent on the previous one. So you can branch out in any direction as long as the are unlocked and highlighted. Unlocked is what it says, but highlighted (glowing) is when they line up to form your active tree if you will.
