Is it just me or does wolcen universe have all these builds that are purely passive tree with no info on what skills and modifiers to use?

For example this guy doesn't say what anomoly modifiers to use yet it's one of the highest rated builds and is an anomoly build. Am I missing something on these builds?

Tried asking on discord but it scrolls by so fast noone replies before it's off screen and therefore noone ever replies. Then again these forums seems to rarely have any threads getting replies so idk lol
