Dual Wielding & Weapon Speed?

Two questions please. :)

  1. How is dual wielding suppose to work?
  2. Do different weapons have different base attack speeds?

I also would like to know how the hell this works. I've been building around it and I feel like I'm more effective/faster using 1h + catalyst? That can't be right
