Why do they always start at level 40 unmodified?

You have to complete an expedition at lvl 40 to unlock Veteran mode which starts at lvl 43 and seems to unlock new tiers at 3-level intervals once you complete them. I've only unlocked 2 tiers, so what happens later, I can't say.
