Can someone tell me how I know I freeze an enemey? It says I have a 40% chance to freeze but I can't tell if it is working. Also why does putting gems to increase freeze chance not work?

In order to freeze an enemy your weapon or spell needs base frost damage obviously. Does your weapon/attack/spell do base frost damage?
