Having only 1 pistol equipped (other hand is empty) is more damage than 1 pistol + shield? What?

Okay, so please explain this to me...
I have my primary pistol equipped and nothing in the off-hand, my average damage is ~2800.
I have the same pistol equipped and a shield in my off-hand that has NO disadvantageous suffixes/affixes at all,
my average damage drops down to ~700 and also, my pistol for some reason now doesn't shoot actual projectiles anymore with a basic attack, it shoots in a cone in front of you? What the heck?
Am I missing something here? How does this make any sense?

it's like a shotgun build now. with 1 pistol you shoot 1 projectile, with pistol and shield it becomes a shotgun were you hit multiple enemies at once.

so pick what you want do you want:

aoe
or
single target?

simple as that
