Next item lvl is 60 so try hit it in expedtion. That should unlocked higher lvl item drop. In my case if i remember correctly drop loot at 60 lvl started in majority at about 75 lvl expedition. Go into game settings and make sure "Item Level" is checked. Sounds like you are looking at the wrong number.

Timberwolf, you are correct. I was looking at Required Level. I have turned on Item Level now and see proper values. Thank yuou all
