I notice on streams that people get a red "Not enough Rage!" and "Not enough Stamina" notification above their skillbar. However I don't see that warning myself when I attempt to dodge when out of stamina or use a skill when out of that particular resource.

Is there a setting I'm missing to turn that message on/off? If so I can't figure out which one toggles it. Or is there some other way to enable that notification. Any help would be appreciated. Thanks.
