Hey guys. I dropped a Pistol https://imgur.com/a/J5qaamy which has 'Allows the Bearer to Cast Sovereign Shout'. Can somebody explain to me what this does. I tried it in battle by using dodge, skils and normal pistol attack, but nothing happens.

Shout generates 300 rage and increased your attack + cast speed. Additionally, modifier points provide extra benefits.
Learn the skill, then you'll be able to use it with that pistol.
