spell cast speed
does the spell cast speed affect warrior and ranger abilities or just for the spells that use willpower?

I'm under the impression it'll only affect skills with the "Spell" tag. The skill tag system is pretty useful, assuming that's how it works (which dear God I hope it is otherwise wtf).
