Standard-Installation of Steam and Wolcen or create a new Windows-Account and install Steam and Wolcen in the standard directory. Worked for me.

patch 1.0.2.0 fixed that plus the save folder should have enough user rights to be accessed.
also editing the json file works too.
but just get the new patch.

Same here. Offline Chars won't be saved with 1.0.2.0

Workaround: I had to change my PC-Username, because there are problems with ä ö ü and others. i

This could be a problem, but it wasn't the case with me. This game is so buggy.
