The Siegebreaker secure parry is very bugged - gives infinite life regen. Becoming immortal

I am unable to recreate this as well, both with out a bunch of regen on gear and other nodes and with as well. It does regen fast, but not in a game breaking way for me.

I do. I believe it is to do with the Toughness attribute.
With:
Level 20
No gear.
Soldier: Capable x2
Soldier: Pain Resistance Program x2
Praetorian: Impervious Wall x1
Praetorian: Iron Skin x2
Praetorian: Perseverance x1
Praetorian: Retaliator x1
Siegebreaker: Inexorable Vitality x1
Siegebreaker: Futile Endeavour (+20% Block Efficiency) x1
Siegebreaker: Unsunken x1
Siegebreaker: Disallowing Vessel
Siegebreaker: Secure Parry
10 Inexorable points
I have Health Regeneration of:
1806.9 with 190 Toughness.
1811.5 with 191 Toughness
1852.7 with 200 Toughness

Actually, looking at this more, the regeneration increases based on health. Taking a +15% health node caused further increase to health regeneration.
Not sure if regeneration is supposed to be tied to maximum health or not, but it seems like it is, at least with this skill.
