Hello, I'm having MASSIVE frame drops and specifally when any npc or model is near by. Because of this I get around 10-15 frames in town and when ever a character is following me in game I also get frame drops. This also happens when Valeria is following me. However, when I'm by myself on a quest I get 30-40 frames. This still feels un-playable. I don't have a bad System either.
Specs:
Intel i7-4790k @4.00GHz
32GB of ddr3
Gtx 1070

Is a 1070 no longer good enough to run current gen games? Or is this game massively unoptimized? I've put this game to minimum setting as possible even scaled resolution down to 720p. I've tried custom launch parameters too. Updating graphics drivers did nothing. Does anyone know anymore fixes to increase fps?

I also want to clarify, THIS IS NOT A SERVER ISSUE. I have 40ms ping in game.
