Serious FPS problems on High End PC (EDITED)

I got a RTX 2070 and a i7 8700k paired with 16 3000mhz ram. And I'm having unplayable lag on all video settings, currently on act1 , reached the town entry and my FPS are at 14. Playing all medium settings and still with the same problem. I should be able to play this without any problem

EDIT: Ok I fixed my problem, by some reason my Graphics Card was running at x1 speed instead of X16, I removed the graphics card and cleaned the connectors so It got fixed now I got 100+ FPS everywhere.

Turn off VSync. It was causing me some big issues, turning it off helped quite a bit.

I have the same problem and I turned off and on and whatnot everything ... I am running at lowest possible settings ... it's still not doing anything to improve fps ...
The PC is way over the top (RTX 2080 TI, 64Gb of DDR4@3600 and a Ryzen 9 3950X with 16 cores )

One can't refund after you play a certain amount of hours ... But, believe me, I would refund it if I could, not because I'd need the money but to make a statement.

The game works fine , just update all your drivers from windows and pc . I play on a RTX 2080 Super at 2K resolution , never droped under 90 fps , and i play the game at ultimate settings , and yes even with v sync on , because i have a 2k monitor @ 144hz

The same thing. I have a GTX 1070 TI, and my fps (after the last patch) suddenly dropped to 20.
After reinstalling the driver, fps returned, but after a while again fell to 20. I tried all possible ways, even running Nvidia Inspector to control the driver directly. no effect.

How do u update ur drivers? Do u just use GeForce Experience to update ur grafics card drivers?

Thanks for telling that, only cuz of that i looked into my PC and realized that my Graphics card was in the wrong slot, so it was using only half of the Speed than it should have.
