STUCK AT 15 FPS. IN GAME AND MENU.
so i have 2070 super gtx its not evena year old my pc, but i cant seem to higher then 15 fps no matter what i change..

This is the first 20XX issue I've seen, mostly 10XX cards.
Seems Nvidia cards are having fps issues, and AMD CPU's are suffering from game freezes ever 5-10 seconds.
I seen last night my fps went crazy, 3840x1440 over 2.2k fps in menu, and 55-62ish fps in game.
Maybe try an change what DX version runs on startup -dx edit.
