I wonder which build can use it. As most (if not all) builds do AOE to apply Ailments anyway, what is the purpose of that ring with its mod "spread ailments to nearby enemies"?

yeah its used to spread ailments to near by foes thus generating stacks easier as alot of builds run an increase to damage perstack they have

tbh i don't even know why you posted in the first place as you pretty much already answered your self, i just thought you needed clarification around why its used to mass stack easier damage boost.
