[Bad balancing]: Time Weaver -> Which time cannot heal

Plain 10% DPS with a delay of 1,5s if affected by stasis at the moment. This is realy not worth a major nodes effect.

Instead a simple idea:

damage: 5%-15% per stasis stack
delay: 1,5s - 3s after hit

Keep the delay, but increase the damage to X% per stasis stack. This would be an anti-boss node but would leave the crowds unaffected, as they die usually faster than within in 1,5s - 3s.

Ailments can stack up to 30 in no time if you invest a bit into it so with your suggestion it would be 150-450% which is way over the top. It used to be 100-150% if I remember correctly and that was overpowered as well.

I agree that 10% is a bit underpowered considering Immortal Offering is still 70% but you have to work a bit to get that to 70%. An avarage IO is about 30-50% so that would be a good target here as well.

Make it 2% per stack so investing into max ailment stack would improve this effect as well.

Sure, thats over the top if one can reach 450%. Anyways, one could cap it - lets say at 75%. So its independent of passives that increase stack-size,

I have many ideas for a lot of nodes. But i am neither a developer nor have an overview of their intentions. So im not delving deeper in developing ideas.
The most important information is simply "its way underwhelming with only 10% dps increase". And i guess we can all agree on that :D

We can agree on that but there are a lot more impactful balance issues with the game than this one underwhelming node. Basically all of the skills feel useless after you tried Arctic Spear or Havoc Orb.
